The FBI's Ten Most Wanted: A Short History & the Current Ten Most Wanted

Since the FBI's "Ten Most Wanted Fugitives" list originated in 1950, 480 individuals have appeared on the list. Of them, 450 have been located --147 of them as a direct result of cooperation from citizens.

The idea for the list came in 1949, after a reporter for the International News Service asked the FBI to describe the "toughest guys" they'd like to capture. The story generated so much attention that J. Edgar Hoover, the director at that time, started the Ten Most Wanted Program.

So how low do you have to go to be one of the Ten Most Wanted in America? According to the FBI, there are two criteria:

  1. The person must have "a lengthy record of committing serious crimes" and/or be a "particularly dangerous menace to society" because of current charges.

  2. The nationwide publicity that the Most Wanted Program generates must be of assistance in apprehending the fugitive, who "should not already be notorious due to other publicity."

As times have changed, so has the makeup of the Ten Most Wanted List. The FBI says that bank robbers, burglars and car thieves made up the bulk of the list in the 1950s, while the 1960s list was comprised primarily of revolutionaries who had committed crimes like destruction of government property, sabotage and kidnapping. The 1970s brought with it organized crime and terrorism, which is still a major component, along with serial murders and drug-related crimes, today.

The Top Ten Most Wanted Fugitives

Name: Jorge Alberto Lopez-Orozco

Wanted For:

  • Murder
  • Unlawful flight to avoid prosecution

Lopez-Orozco allegedly shot to death a woman and her two young sons in Idaho. Their remains were found in a burned vehicle in 2002.

Possible Locations: San Jose, California, Idaho, and Mexico

Aliases: Raul Solario, Raul Solorio, Jorge Orozco-Lopez, Jorge Alberto Orozco-Lopez, "Pepe"

Reward: Up to $100,000

Other Info: Considered armed and extremely dangerous, Lopez-Orozco may be traveling with his brother, Simon Lopez-Orozco, and wife, Maria Garcia. Both have been charged with accessory to first-degree murder.

Name: Usama Bin Laden

Wanted For:

  • Murder of U.S. Nationals outside the United States
  • Conspiracy to murder U.S. Nationals outside the United States
  • Attack on a federal facility resulting in death

Bin Laden is wanted in connection with 1998 bombings of the U.S. Embassies in Dar Es Salaam, Tanzania and Nairobi, Kenya, which killed over 200 people. He's a suspect in other terrorist attacks globally.

Possible Locations: Unknown

Aliases: Usama Bin Muhammad Bin Ladin, Shaykh Usama Bin Ladin, the Prince, the Emir, Abu Abdallah, Mujahid Shaykh, Hajj, the Director

Reward: Up to $27 million

Other Info: Bin Laden is the leader of a terrorist organization known as Al-Qaeda, "The Base." He is left-handed and walks with a cane.

Name: Diego Leon Montoya Sanchez

Wanted For:

  • Conspiracy to import and possess cocaine with intent to deliver

  • Possession of cocaine with intent to deliver

  • Money laundering

  • Racketeering influenced and corrupt organizations

  • Drug trafficking

  • Conspiracy to distribute or manufacture cocaine abroad with knowledge or intent that it will be imported into the United States

Montoya Sanchez is reputedly of the leaders of the Colombian North Valley drug cartel, which is believed to be the most powerful and violent drug trafficking organization in Columbia. He is sought in connection with the manufacture and distribution of multiple tons of cocaine.

Aliases: Diego Montoya, Diego Sanchez-Montoya, "Don Diego," "El Senor De La Guerra,""El Ciclista"

Reward: Up to $5 million

Other Info: Montoya Sanchez is currently protected by the Colombian paramilitary group, "Autodefensas Unidas de Colombia" (AUC).

Name: James J. Bulger

Wanted For:

  • Racketeering influenced and corrupt organizations
  • 18 counts of murder
  • Conspiracy to commit murder
  • Conspiracy to commit extortion
  • Narcotics distribution
  • Conspiracy to commit money laundering
  • Extortion
  • Money Laundering

Bulger is being sought for his role in numerous murders committed in the 1970s and '80s in connection with his leadership of an organized crime group in the Boston, Massachusetts area.
Possible Locations: United States, Europe, Canada, Mexico

Aliases: Thomas F. Baxter, Mark Shapeton, Jimmy Bulger, James Joseph Bulger, James J. Bulger, Jr., James Joseph Bulger, Jr., Tom Harris, Tom Marshall, "Whitey"

Reward: Up to $1 million

Other Info: Bulger has a violent temper and is known to carry a knife at all times. He loves history and frequents libraries and historic sites, as well as walks on beaches and in parks with his female companion, Catherine Elizabeth Greig. The couple loves animals and may also frequent animal shelters. Bulger has been known to use disguises to alter his appearance.

Name: Genero Espinosa Dorantes

Wanted For:

  • Unlawful flight to avoid prosecution
  • Criminal homicide

Dorantes allegedly participated in burning, beating, torturing and murdering his 4-year-old stepson in Nashville, Tennessee in 2003.

Possible Locations: North Carolina, Florida, Texas or Mexico

Aliases: Edgar Espinosa-Dorentes, Edgar Espinoza-Dorantes, Edgar Espinosa Dorantes, Edgar Durantes, Edgar Durantes Espinoza, Edgar Dorantes, Javier Edgardo Espinosa, Genaro Espinoza Dorantes, Genaro Espinosa Dorantes

Reward: Up to $100,000

Other Info: Dorantes may be traveling with girlfriend, Martha L. Cano Patlan (also charged with criminal homicide), and are thought to have her daughter and son with them. Both children may be in danger of serious harm.

Name: Robert William Fisher

Wanted For:

  • Unlawful flight to avoid prosecution
  • 3 counts of first-degree murder
  • Arson of an occupied structure

Fisher allegedly killed his wife and two young children, then blew up the house in which they all lived in Scottsdale, Arizona in April 2001.

Possible Locations: New Mexico or Florida

Alias: Robert W. Fisher

Reward: Up to $100,000

Other Info: Fisher is an avid outdoorsman, hunter and fisherman, and has a gold crown on his upper left, first bicuspid tooth. He is believed to be in possession of several weapons, including a high-powered rifle.

Name: Victor Manuel Gerena

Wanted For:

  • Bank robbery
  • Unlawful flight to avoid prosecution
  • Armed robbery
  • Theft from interstate shipment

Gerena is being sought in connection with the armed robbery of $7 million from a Connecticut security company in 1983. He took two employees hostage at gunpoint and injected them with an unknown substance in order to further disable them.

Possible Locations: Unknown

Aliases: Victor Ortiz, Victor M. Gerena Ortiz

Reward: Up to $1 million

Other Info: Gerena has a one-inch scar and a mole on his right shoulder blade.

Name: Glen Stewart Godwin

Wanted For:

  • Unlawful flight to avoid confinement
  • Murder
  • Escape

Godwin escaped from state prison in California in 1987, where he was serving a lengthy prison sentence for murder. He was later arrested for drug trafficking in Puerta Vallarta, Mexico and sent to prison in Guadalajara. In 1991, he allegedly murdered an inmate and escaped.

Possible Locations: Central and South America, Mexico

Aliases: Michael Carrera, Miguel Carrera, Michael Carmen, Glen Godwin, Glen S. Godwin, Dennis H. McWilliams, Dennis Harold McWilliams

Reward: Up to $100,000

Other Info: Godwin is thought to be involved in narcotics distribution.

Name: Richard Steve Goldberg

Wanted For:

  • Sexual exploitation of children (production of child pornography)
  • Unlawful flight to avoid prosecution
  • 6 counts of lewd acts upon a child
  • 2 counts of possession of child pornography

Goldberg is wanted for allegedly engaging in sexual activities with female children under the age of 10 in Long Beach, California in 2001. He allegedly produced images of these acts, which were found on his computer.

Possible Locations: New Jersey, Nevada, Colorado, Arizona and Georgia

Aliases: Richard Goldberg, Richard S. Goldberg

Reward: Up to $100,000

Other Info: Goldberg was the president of a gun club in Long Beach, California.

Name: Donald Eugene Webb

Wanted For:

  • Unlawful flight to avoid prosecution
  • Murder
  • Attempted burglary

Webb is being sought in connection with the murder of a police chief in Pennsylvania who was shot twice after being brutally beaten.
Possible Locations:

Aliases: A. D. Baker, Donald Eugene Perkins, Donald Eugene Pierce, John S. Portas, Stanley John Portas, Bev Webb, Eugene Bevlin Webb, Eugene Donald Webb, Stanley Webb

Reward: Up to $100,000

Other Info: Webb is considered a master of assumed identities and specializes in the burglary of jewelry stores. He is reportedly allergic to penicillin, a lover of dogs, a flashy dresser and a big tipper.

U.S. Marshals Service 15 Most Wanted

The U.S. Marshals Service is the federal government's primary agency for
conducting investigations involving escaped federal prisoners, probation, parole and bond violators, and fugitives based on warrants generated during drug investigations.

The Marhsals' "15 Most Wanted Fugitives" Program was started in 1983 and has included:
